the UX/usability issues are there, just a quick list:

* to know which user is logged in I need to move the mouse over the user 
icon; previously it was clearly visible without any action
* to know by who and when an item was modified I need to move the mouse 
over the content info icon and click on it; previously it was clearly 
visible without any action
* the same applies with the lock icon with is worst, because if an item 
is locked I must now it before I click on edit
* to know the state of an item I need to move the mouse over the state 
icon; previously it was clearly visible without any action
* the colors used for the state were changed from previous Plone 
versions and I think that is a bad idea
* the more options menu item seems like a place to put all other stuff 
we didn't knew where to place...

the list will grow as soon as I have time to document this.

IMO, horizontal toolbars are better suited for global options while 
vertical ones are better suited for local options. just look at how 
Google, Twitter and Facebook use them.

the case of Facebook is really interesting because they have changed 
they user interface dozens of times before and they ended up by bringing 
back the horizontal toolbar.
