Broken plone.app.upgrade for Plone 4.3.6

Hi,

I am not sure about the severity of this issue, but I suspect it affects
quite some travis runs.
plone.app.upgrade 1.3.10 has some code for handling upgrade changes in
Products.CMFPlacefulworkflow. Unfortunately, this code breaks in the
zcml parsing phase of starting an instance or running tests, if no
package has a dependency on Products.CMFPlacefulworkflow.

plone.app.multilingual is one of whose packages suffering, it uses the
buildout.plonetest buildout cfgs by linking to it and now has this
broken plone.app.upgrade package but nowhere a dependency on
Products.CMFPlacefulworkflow.

I suspect many other packages have the same problem and are showing
breakage on travis.

I am not sure if it is sufficient to add a workaround in
buildout.plonetest, maybe some buildouts out there also have no
dependency on CMFPlacefulworkflow?
