Nothing's sure until it's completed, but our current plan for all the manuals is to gradually move to Creative Commons (attribution, non-commercial, share-alike) licensing for all documentation that is owned by the Plone Foundation. Part of that plan is that we'll have a contributor's agreement for the more formal parts of the documentation section (the manuals) that will convey non-exclusive rights to the Foundation. None of that is complete yet, but it should give you an idea where we're going. Until this transfer is complete, you should seek permission from the author(s). Under this plan, commercial use would be possible through permission of the foundation or the authors.
