The FAQ is a top-level thing, just like the KB. If the question you are
really asking is "is the FAQ open for anyone to add stuff to", the answer is
no — it's the same as the manuals, it needs a bit stricter editorial control
to be useful.

Anne and others have gone through the FAQ and identified the things that
aren't that frequently asked, as well as the ones which have too verbose
answers, so it should be a lot more concise and useful soon.

The goal of the FAQ is to be something you can quickly read know about some
common issues that people experience, in case you run into them later. It
should be print-friendly, which means it shouldn't be more than 2-5 pages
total.
