While the text itself is still available form Andreas' site http://www.zopyx.de/downloads/documentation/mysite.pdf I'm hesitant to release the code again as there are better means now to get started, e.g. the code templates provided by ZopeSkel. And to your last question: there is no point in writing to the neuroinf.de - I have been "abusing" that by the time but they don't have that stuff even after I left years ago, so it is probably best to remove the link from plone.org.
