Documentation guide for Add-ons

Hey,

we were working on a 'best practice' guide about writing documentation
for add-ons, we also tested this guide with a couple of developers here
ate the sprint in Munich and changed it a bit according to their input.
Before we go now and announce the guide to the world we would like to
have your opinions and feedback.
Of course there is lots of space for changes but there are some reasons
why we did it like that, for example the folder structure and this has
to do with the way how the new documentation setup is build.
