That's right, but even these small-to-medium-sized webs needs some tools 
to manage their keywords. It's no big issue in my opinion: Just an 
interface which lists all keywords, updates all objects if you change a 
keyword, delete keywords, merge keywords into a new one, etc. Just some 
lines of ZCatalog-Queries, a bundle of PythonScripts and a nice ZPT...;) 
  Viewing "Keyword-Management" this light-weight-way, we can do this at 
a sprint, I guess...

I agree on this, but this is really a BIG task, which must be done 
properly... running projects can't wait for this to be finished.

The budget for e-teaching@university is limited, but I can imagine, that 
we can spent some money into this, too. Maybe there are some other 
universities in Germany who would contribute to topic-map-integration... 
  I'll check this out.
