We are not going to reinvent the wheel...
To develop Zope or Plone products to build systems for education, training
and learning management
I think personnaly that background reflexion on such systems may be found
in the IMS Consortium website
in the specifications of standards for Learning Technology
Regarding "Question & Test Interoperability Specification" it should be:

For a much larger and consistent perspective it should be based on Learning
Desin specifications

Zope and Plone are a fantastic platform to design flexible Learning
Management Systems
but one of the missing points is implementation of specifications of
standards for Learning Technology
At the moment I know only the "ContentPackage" from Scott Wilson
http://www.zope.org/Members/scottw/ContentPackage.
I think I saw in this mailing list a message from Limi (am I wrong?)
considering Learning Desin specifications
to be implemented in Plone...
That should be really wonderful!
