Zope is a programming tool, and customizing Plone is going to mean
users need developers or need to be[come] a developer. I think it
serves the purpose of advocating installer-generated Plone instances to
give developers a reason to use the installer instead of building from
source.

We always use our installer as the base for development instances.
Mind you, it's relatively easy to do that on Mac OS X because multiple
instances are supported and can be created very cheaply.
