where is plone controller?

Hi all,

setup: Win XP Pro
Plone 2.1.2 from tar (not from exe)
Zope 2.8.5 windows installer (exe)

Where is Plone controller?

On a previous Windows install I used windows Plone installer (2.1.2), and 
with it there is a Plone Contoller application XController\wxApp.py .

However when I installed zope first and then installed plone from that tar 
file, I could not find Plone Controller.

I thought it would be helpful to configure the ports of my Plone 
installation, but perhaps there is a better path to that functionality?
