There was a mistake, I need a windows installer for Plone-2.1.3.
I've installed Plone for windows and I've merged the directories 
C:\Plone2.3.1 C:\Progr..\Plone 2 and C:\Zope-instance. Then I've added 
the folder Installer/pwi with the ISS file.

The build.py script terminates with an error:
