I'm new to the installers team, and may not see all the issues involved. But ... it seems to me that the production of a working snapshot in the form of a tarball is a crucial step in making a release. It provides a common reference point in a tangible form. Creating installers based on the tarball provides us with a first test of the tarball. So, I'm not sure why we would want to produce installers if the tarball is broken or not ready.
