You cant run import Zope; Zope.app() on 2.7 b3 because of the error 
outlined here:

Since you responded to the message, I bugged you.

In setupSite.py we ran import Zope and expected it to work. I've put in 
that workaround Eric has about 2 message down and it works for me.

But I think Jims bigger complaint is that this is a pretty big problem 
for Zope 2.7 in general.
