This sounds exactly like the same issue we have when building egg
tarballs on MacOS. You need to do a:

"export COPY_EXTENDED_ATTRIBUTES_DISABLE=true"

before using the tar command on MacOS or it will otherwise create those
files inside the tarball, even when they are not present on the
filesystem beforehand. I have added that line to my .profile.

Perhaps those files are due to some virus scan. It appears that such files are already present in file Plone-3.0.3-UnifiedInstaller.tar.gz Then I downloaded Plone-3.0.3.tar.gz and it didn't contain such files.
