If we're willing to dispense with a compiler install, and leave the user with a configuration that won't be able to handle source eggs with C components, the requirements for an installer are dramatically reduced. We've got a couple of how-tos now on Plone.Org that demonstrate leveraging the Windows and Mac OS X binary installer Python and Zope installations to add buildout in a few steps. The Windows one is still underway (so you'll need permissions to read it): http://plone.org/documentation/how-to/setting-up-a-buildout-environment-on-windows-using-the-windows-installer-for-plone/ Make sure you read the comments.
