I rerolled 3.1.5 to include the OpenID updates.

plone.app.plone as a package does not exist, so it can not declare 
dependencies. plone.recipe.plone is only a buildout recipe and should 
not declare these dependencies either. Products.CMFPlone, which is the 
basis of Plone 3.2 and trunk, already declares them.
