Re: PTS and dynamic .po compiling

This stuff is now in CVS Head of PlacelessTranslationService in collective.

The new features are:
- allow multiple po files with same filename in different directories.
 

- Added a builtin mo compiler based on the msgfmt tool from the python 
source package. No need to compile the po files to mo files. Thanks to
Christian 'Tiran' Heimes <[email protected]>
 
                          - No longer loads mo files on startup. 
Catalogs are automatically compiled.
