I have no idea why it hasn't been packaged yet. Most common reason for
debian would be some dependancy problem or a license issue, I don't
know, really.

Sorry, I think I mixed up CMFWiki and ZWiki. Is ZWiki required by the
plone metapackage?
If I say "plone metapackage" I mean a package consisting of CMFPlone and
all those goodies one expects to see when a plone site is created (e.g.
Epoz as visual editor or stuff like that)
