Continue Installers for +0.0.1 Releases?

Installer and Release-Manager Folks:

I propose, for purposes of discussion, that we discontinue creating new
installers for +0.0.1 releases. We would roll installers for .0 releases,
then create clear instructions on updating buildout to get the +0.0.1
releases as they come out.

What do you think?
