There's also a performance hit for each new file, as opposed to having messages in one file. In my opinion at least any package in the plone.* and plone.app* domain should use the plone domain, once it gets to be part of Plone Core. Packages like plone.app.registry and plone.app.discussion could already do this before getting merged, as both are likely to make it in." I already included plone.app.event messages in the atcontenttypes domain too btw.
