It doesn't really matter. I'd go with the simpler option and avoid the
extra package. If you have a reusable add-on it should contain it's
own translations. If you have a custom policy package for a specific
site, it doesn't really add any value to have an extra package just
for translations.

Can you make sure the instance section in the buildout has this:

environment-vars =
    zope_i18n_compile_mo_files = true

Otherwise add it please. If it is missing in the installer, we should
open a ticket for this. It's a bug if this isn't in place.
