I fixed broken links in the tracker description at:

There is a discussion going on on plone-docs mailing-list to merge

http://plone.org/team/i18nTeam (which is pretty useless IMHO, because
you don't know for what language the person in in charge of)
and
https://svn.plone.org/svn/collective/PloneTranslations/trunk/TRANSLATORS.html
which is neither not up to date.

I think the first step is to update this TRANSLATORS.html file. So to
any active translators, please update this file.
