I think you are too optimistic. We have over time adjusted a fair deal
of the logic in Five's translation service,
PlacelessTranslationService and Plone to make it possible to use
zope.i18n locales directories. All of these bits are dependent on each
other. Unless you backport and monkey patch a good deal of the logic,
you won't be able to use the newer bits.

It's only with Plone 4 that you can really use locales directories for
everything and stop worrying.
