You are right. Files with text are never language neutral. I used the
wrong word. With your work-around it is possible to set the metadata
language to a specific language. And as many files contains text, which
can be translated, it would be much more intuitive, if I can "translate"
the file by adding the appropiate file within the translation process.

I don't know why the developers did it this way. Maybe they had
tar-files in mind. Programmer! ;-)
