We just haven't fixed our tools yet to avoid adding it. The "Language-Code" header is not part of the gettext standard but an invention of some old Zope code. It was only required to support the non-standard i18n folder layout we used in older versions. These days it has no effect and only confuses people - it therefor should be removed. If you want to import the translations files into a different service / program, you should adjust your scripts to read the information from the directory structure. This is the canonical place for the information and the one actually used by our code.
