Plone 4.1rc1, 4.0.6

Now that the security team is wrapping up their audit of 4.1, it's time to start making releases. I'll be wrapping things up this week with the intent of soft-releasing both 4.1rc1 and 4.0.6 on Thursday. If you have last minute bug fixes, now would be the time to make them. 

I'd like to finalize the releases on Monday. i18n team: I'd appreciate any translation updates then. 

I consider 4.0.6 to be the end of the 4.0.x series. After the release, all bug fixes should go to 4.1.
