Hi,

This is not possible to move zope.app.locales translations to
plone.app.locales, because zope.app.locales can be used without Plone.

I think the inclusion of plone.app.discussion translations to
plone.app.locales can be possible now.
It was not possible before because we had a single version of
plone.app.discussion that worked on both Plone 3 and 4 and a different
plone.app.locales version for Plone 3 and 4.
plone.app.discussion 2.1.x seems to break the compatibility with Plone 3.3
and 4.0, so I think we can include the translations in plone.app.locales,
but this needs some work.

plone.app.locales will move to collective github some day.
