In one of my projects, the same queue is used by hundreds of portals. Up to now, I have not had problem reports. However, emails are fairly rarely sent. It is quite unlikely, that there are pending email messages on server restart. That said: the underlying "zope.sendmail" uses the "maildir" protocol which has been specifically designed to avoid conflicts by concurrent access. Therefore, your observation is a bit surprising. In addition, its description is quite vague.
