Security settings "Enable User Folders" doesn't work

Hello,

Simple Publication Workflow in Plone 4.3.2 running on Centos 6.5 does not work when I "Enable User Folders", in other words, there are no user folders created when a new user logs in. I restarted the server, packed the database, and updated the security settings in the workflow in the ZMI. Any suggestions where I might look for the solution to enable user folders?
