Imagine that you have a folder (say the root folder of your site) which 
is the container, and that you have chosen a content items (say the home 
page) to be its default view: -

- If you apply portlets to the /container/ (so the folder), they can be 
set to be inherited by subfolders (or the whole site, if the container 
in question is the root of the site). See here: -

- If you apply the portlets to the page, the will appear only there.
