Well, this runs the upgrade steps for the site, but not the ones related
to profiles. This broke TinyMCE when upgrading from 4.0 to 4.3. I had to
run the upgrade steps from /⟨site⟩/portal_setup/manage_upgrades also, at
least for TinyMCE.

So the documentation is not in line with how the migration actually
works.
