I don't know if this affects everyone, but here's how it goes for me.
Going to the above URL shows a login form. Fill in username & password, submit.
This shows another login form, this time at https://plone.org/login_form
Submit again, see a "logged in" page that links to the homepage.
To get to the original URL, start again from the original URL above.

I've observed similar behaviour in the past. It went away, but
recently it's back.
