Having an option on the import instead of the export is a much better 
idea indeed, as that is where the change will happen.

I like your suggestion with one change (or maybe I'm reading it wrong, 
and you already meant that,) I would put in the export xml a flag on 
each metadata field that indicates which values were *acquired* instead 
of acquirable, and then have an option when importing like:

[] leave acquired values acquired
[] replace acquired values with their exported value

(Again, obviously the actual text needs work, to make it clearer what 
each option would do.)
