Python libxml bindings for Windows

Hi

Silva's INSTALL.txt mentions that the Windows installer for libxml2, 
libxslt, and the Python bindings can be found at 
http://users.skynet.be/sbi/libxml-python/ . But this download site does 
not work. I propose to change this address to 
http://gd.tuwien.ac.at/languages/html/libxml/win32/python/ which does 
work. I updated the my Windows installation guide accordingly (see 
attachment).
