This error comes from badly rewrite ZCML in PAS, and there is nothing we can do about it. in you buildout.cfg, you can do zcml += Products.GenericSetup before any other thing you include yourself. There is a fact is that before all ZCML of Zope Products where loaded automatically loaded for you, but this is no longer done, as the order of ZCML loading is important, and you could be sure of the order if this was done automatically.
