I18n of extensions: HowTo?

Dear developers

What does I have to do to make my extensions internationalized?
I guess that I have to provide a fs-directory 'i18n' including some .pot and
.po files.
Is there a naming convention for these files?
What else, in the source code and python scripts?
I didn't find a HowTo.
