This isn't really advice, but perhaps an index should have a title and a name?  
Since it _is_ used in some environments (not ours at this time) for both 
indexers and anchors, this would provide both a readable index and a valid 
anchor.  And, one would need, as Samuel suggests, an easy way to get the 
encoded anchor.
