No Kupu button in Document edit view

Hello

Using the SVN trunk version, the Kupu and Forms Editor buttons do not 
show up in the Silva Document edit tab. Is this a bug or do I have to 
set some user settings (not possible at the moment because the user 
settings edit view is broken at the moment)?
