It looks like it was added after the 2.1a3 release. From the commit logs:
InitVars(): Add a hidden config variable `created_at' which
permanently records the Unix time the list was created.

Nope. Barry can confirm for sure, but my reading is that there just
hasn't been a release since this was added.
