Updated TODO list for 2.1 and 3.0

Hi ZMailmaniacs,

It's nice to see Stephan and Brent making progress on the code!

I've updated the TODO list for ZMailman 2.1 and 3.0.  Please take a look
and help me weed out unnecessary items, add necessary ones, and better
explain some of the more cryptic ones (I pulled these from the mailing
list archive).

After we have a complete list of TODO items, the evil plan is to find
people who are willing to claim each one.  We'd like to increase the
number of developers working on ZMailman (and ideas for how to do that
are most welcome, by the way).
