Following myself up, I found that installing a number of other packages 
somehow fixed this.  Previously, I'd installed CMF, Squishdot, ExternalFile
and some others.  This time, I installed ZMailman first.  Now that I have my 
usual assortment of products on the server, ZMailman is now able to be
instantiated.
