Documentation

I've decided to take a crack at updating the ZODB documentation. My first
step is to demote the woefully out of date programmer's guide to an article
and to prepare a first cut draft table of contents for a new guide.

My plan is that the new guide will be a collection of mostly independent
"topics".  I plan to draft the topics as a collection is separate
branches/PRs.

For now, all of the PRs will be merged to a new-guide branch.  When I think
the new material has parity with the old, then I'll merge to master, which
will update zodb.org.

If anyone would like to help out with the effort, a minimal way to help is
to review changes.  Of course, people can submit PRs with changes. If there
are additional topics that should be covered, consider submitting issues:
