IDK if this is a ZEO problem or a ZRS problem (or a FileStorage problem). I suspect it's a ZRS problem. If it's not too hard to try packing wo ZRS, you could do that, perhaps on a secondary. IOW, stop a secondary, restart it wo ZRS, pack it and see if memory increases.
