Yes, me too. We need human guidelines in any case.

Then we implement tools to help check the human procedure. If the tool 
makes some of the human guidelines unnecessary as the tool catches the 
errors instead, then we can adjust our human guidelines to say, you can 
also use the tool and skip this step. It depends on what the tool will 
be like.
