[i18n] new translation process

Translators, Developers: I propose we follow a simpler translation process suggested by carlos on #launchpad. Namely, translation updates are accepted via Launchpad only. Please see http://zwiki.org/I18n for details. This will be vastly more efficient I believe.

I did some cleanup of these pages, more is welcome.
