[#1436 page mgmt form create button should work without a page name]

A zope 3 wiki user was trying to create pages by clicking "create", *then* entering a page name; he's not the first to do this. With Zwiki 1 it gives an error; with the latest Zwiki 2 it edits the current page. Instead, it should do something more intuitive: bring up the create form with a blank, required, page name field.
