You're right that storing files per-page doesn't mean we can't still  
allow storing them in the folder. This is not an argument for doing it  
though.

For clarity let me just note this thread (about storing file  
attachments under pages, which I'm not convinced about yet) is  
orthogonal to the original post (about storing revisions under pages,  
which I am leaning towards though Willi hasn't argued it yet).
