I suspect this would require IconManagerGeometry to be extended to
include functionality similar to WorkspaceManagerGeometry, but allowing for
a variable number of occupants.

In my case with most screens now much wider than they are tall, space at
top and bottom is precious, so I prefer 'manager' items to appear near a
vertical edge, which Icon manager can already do.

I suspect expanding IconManagerGeometry to specify a per-item geometry,
plus a layout geometry would be a major change.
