MapState: was Unexpected behavior on ctwm menus, with workaround

The preceding sentence isn't how my system behaves.

Yes, pressing and holding Ctrl switches states, but USUALLY releasing
Ctrl brings it back to the state before pressing Ctrl. Sometimes,
however, it switches permanently, and I can't identify the procedure to
make that happen.
