It looks like it is this line in the default ctwmrc that configures that:

Button1 =   : frame     : f.resize

and there are two more lines that configure actions on the frame:

Button1 = m : frame     : f.move
Button2 =   : frame     : f.raiselower

Personally I like this (alhough I changed the mapping a bit), and I have
added ``BorderResizeCursors'' to make it more visible.
